[BoulderCouncilHotline] CARES Act and the American Rescue Plan Act allocation question and schedule

Dear CAC,

I would like to request that CAC schedule a time in our Council Agenda to discuss the Coronavirus Relief Fund/ CARES Act and the American Rescue Plan Act (ARP) Funding. It would be important for the entire Council and the community to learn how the City intends to spend or has spent the previous allocation. What are some of the mechanisms being utilized (or in place) for the purpose of transparency, accountability, and equity. Answer to these questions, at the appointed time, would be helpful:

  1.  Accountability: Has there been a community needs assessment done on how the funds have been or are to be spent? If not, the City should consider creating a comprehensive community needs assessment for the ARP.
  2.  Transparency: Where can community members find information on how the Cares Act money apportioned to the City of Boulder was spent, and on what the City intends to spend the ARP? What is the record keeping process?
  3.  Equity: Will any portion/ percentage of the ARP funding be set aside or used to lessen some of the equity issues facing various community groups?
