One of the council members asked for an additional data point for the discussion this evening:  what is the cost that we estimate for our contract with the County Clerk for holding the election on our behalf?

The cost depends on the number of items that we place on the ballot and if there is a TABOR notice.  For this year, with 4 - 5 ballot measures and a TABOR notice, we have estimated $90,000. In odd-numbered years, we have council candidates in addition to ballot measures.  In that event we estimate a cost of $110,000.

Thank you very much for this information, especially given the short timeframe.

Colleagues,

Election initiatives are not something that should be done in a hasty and unexamined manner. Whatever we might come up with this evening would be just that.

I would like to offer an alternative approach.

I propose that we reconvene the Elections Working Group (which includes two of the proponents of this measure) to conduct a thorough and thoughtful evaluation of various alternative voting methods and include the input of the County Clerk, the Secretary of State, the League of Women Voters, RCV  Colorado and any other voice/organization with expertise in this area.

Additionally, at the onset of such a working group, that we first identify the problem we are trying to solve, and only then follow it up with researching voting methods best suited for a flexible solution to the identified problem.

Alternative voting methods are on the horizon, regardless. We should be thoughtfully proactive.
