Fellow Council Members and HOTLINE followers,
I have received multiple emails, both direct to me and sent to all of Council, encouraging me and other Council Members to sign on to the My Brother's Keeper Alliance pledge regarding police use of force. This pledge is featured on the Obama.org website here: https://www.obama.org/mayor-pledge/ <http://www.bouldercolorado.gov/>
I have conferred with Chief of Police Maris Herold and City Manager Jane Brautigam to insure that Boulder has the resources and intention within the current police reform program to meet the steps outlined in the pledge. Both Chief Herold and City Manager Brautigam support signing onto the pledge, which I did yesterday.
I would encourage other Boulder City Council Members to read the pledge and consider signing on as well, if they have not already done so.
The four steps that Boulder has committed to by signing are:
1. REVIEW Boulder's police use of force policies.
2. ENGAGE the Boulder community by including a diverse range of input, experiences, and stories in your review.
3. REPORT the findings of Boulder's review to the Boulder community and seek feedback.
4. REFORM Boulder's police use of force policies as indicated by the review results.
Boulder will execute these steps within the broader context of our on-going police reform effort to eliminate structural racism from our policing practices, and the even broader context of eliminating institutional racism within the city government. Along with the City of Boulder's on-going work to improve racial equity, including aligning with the Government Alliance on Race and Equity and the National League of Cities Race, Equity and Leadership (REAL) programs, city staff and Council have committed to the principles adopted in Resolution 1275, passed in December 2019 and found here: https://www-static.bouldercolorado.gov/docs/signed_copy_of_Res_1275-1-202004221428.pdf
In addition to executing our commitments outlined in the pledge, I look forward to continued progress implementing our new auditor/monitor police oversight system, increasing our data collection on police stops and outcomes, and working with our newly-hired Chief of Police Maris Herold on best-practices reforms. We must work to eliminate systemic and institutional racism in all aspects of city government, with our police department front and center in this effort.

All the best,

Sam Weaver
