Dear City Council Members,

City of Boulder Police Oversight Task Force Subcommittee recommendations
Per City Council direction, the city is forming an 11 to 13 member task force to analyze various models of community oversight boards for police departments in the United States, with the expectation that the task force will prepare recommendations to the City Council to establish such an oversight board and to recommend its responsibilities, functions, and processes by Sept. 30, 2019.
A police oversight task force subcommittee including two council members and three representatives of the Boulder County NAACP was asked to create an invitation to potential applicants, review applications and make recommendations to council about preferred members of the task force and to review the city manager's recommendation for a professional facilitator to the task force.
The subcommittee agreed with the city manager's suggestion of Dr. Carolyn Love of Kebaya Consulting to act as the facilitator for the task force.
In accordance with the Task Force Charter<https://bouldercolorado.gov/city-manager/racial-equity> Council Members Mary Young and Aaron Brockett worked with NAACP members Annett James, Judith Landsman and Darren O'Conner to solicit candidates based on criteria outlined within the charter. Forty-eight applicants submitted materials to City Manager, Jane Brautigam.
The list below includes the names of those individuals the task force subcommittee would like to put forward to the council for approval at the May 7 council meeting. All five subcommittee members agreed on the candidates, except for one member dissenting on candidate number 12*. The list also contains two ex-officio candidates, numbers 14 & 15 who are representatives of the Boulder County District Attorney's Office and the Public Defender's office.

Recommended candidates have been notified their names are being submitted to council for approval.

As part of the conversation during the selection process, the committee recognized and would like to carry forward the importance that there be community involvement in the selection of any oversight board the city creates. Specifically, they wish to ensure that the oversight board is representative from communities of color, which would include African American, Black, Latinx, Asian, and/or Indigenous and other underrepresented communities as reflected within the task force itself.

All meetings of the task force will be open to the public and will be held only after public notice of the date, time and place. The task force will decide regularity of meetings at its first meeting, which is scheduled for Thursday, May 30 from 5:30 to 7:30 p.m. at the Open Space and Mountain Parks HUB, 2520 55th St.
