Attached to this email is a memorandum and proposed amendments to the opportunity zone moratorium.

The proposed amendments are based upon suggestions that have been made by council members, staff, and members of the public.  The rationales for the amendments are included in the memorandum.

Paper copies of the attached materials will be provided on the dais at the meeting this evening.
