[BoulderCouncilHotline] Considerations for Deliberation of 2nd Reading Accessory Dwelling Unit Ordinance

First, I would like to bring to your attention pages 4 and 18 (excerpt below, emphasis added) of the Council approved Middle Income Housing Strategy that you may find at: https://www-static.bouldercolorado.gov/docs/Middle_Income_Housing_Strategy_October_2016-1-201611221422.pdf


“Amend some or all requirements in the ADU/OAU ordinance (e.g., no more than 10% ADUs in a specific area, parking requirement, neighborhood notice, size limits) to allow more ADUs and OAUs within the city. Ensure that the ADU/OAU ordinance results in deed-restricted units.”


Also, for discussion at second reading, I would like to add the following proposal that would affect the city as a whole and attempts to address the concerns of some in Martin Acres without having to delineate any neighborhood boundaries within the ordinance.


The concern of some is that Martin Acres is disproportionately affected by co-ops. To address this concern, Council could consider including co-ops in the 20% saturation limit.


This rule could later be modified up, down, not at all or eliminated as part of sub-community planning.
