There has been some concern expressed in the community about a potential change to the city's marijuana code to allow marijuana businesses to distribute free promotional items.  While the Marijuana Advisory Panel agreed on the definition of "promotional items", they did not agree on the circumstances on which promotional items could be distributed. Having the definition without any enabling language is causing some to conclude the definition as enabling.  Thus, the proposed ordinance that council will consider tonight includes an amended definition of promotional items but does not allow businesses to distribute anything free of charge or mention promotional items.  If council would prefer, staff has prepared an amendment to strike the definition of "promotional items," which could be reinserted if the MAP reaches agreement on regulation of promotional items.
