The model that we are using for Monday is a bit of a hybrid that has evolved over the last several years as we’ve worked with WRAB to improve public engagement.  WRAB has the item scheduled as an “information item” which is probably most similar to a City Council study session.  Staff will provide a presentation and the board will have the opportunity to discuss and share their thoughts on the mitigation study and next steps.  There isn’t a proposed motion or recommendation under consideration that they would formally deliberate or vote on.  That being said, some community members have found it frustrating to provide testimony under open comment at the start of a WRAB meeting without having the opportunity to first hear the staff presentation and initial board questions.  To better accommodate that, we intend to allow public comment between the staff presentation and WRAB discussion.

At some future date, WRAB would consider an action item i.e. “Public hearing and consideration of a motion recommending that city council accept . . . “ where they would deliberate and vote on a recommendation.   That meeting would have public notice, a separate public hearing, etc.  That type of WRAB agenda item would typically have a refined set of alternatives and a staff recommendation.  The time needed to prepare those alternatives for consideration is largely dependent on feedback received through the current phase of the public process.   We anticipate that it will be a least a few months before WRAB considers a recommendation, but it may be longer if they request substantial additional analysis.

Just to be clear. Your previous email stated that there would be a public hearing on Monday, March 19.

Will there be no hearing OR if a hearing is held, there will be no Water Resources Advisory Board deliberation? If the latter, the deliberation will be at the next regularly scheduled meeting?

I met with the Chair and Vice Chair of the WRAB this morning to discuss options.  WRAB is not actually scheduled to consider or make recommendations on a specific proposal on Monday and an action to remove consideration from their agenda appears to have potential to create greater confusion and uncertainty.  Board members and staff will be available during the flood mitigation open house prior to the WRAB meeting to clarify the process and that there is no pending proposal or recommendation to construct a mitigation project on the Long’s Garden property.  The Chair will further clarify this prior to the public hearing scheduled during WRAB’s regular business meeting. Would it be possible to remove this from consideration by WRAB?



It seems unnecessary to subject WRAB, the Long Family, the Community and Council to a hearing on an option that is so clearly unpalatable.

Several of you have requested additional information in response to recent public concerns about potential use of the Long’s Gardens for mitigation of flood hazards along Twomile Canyon Creek.   I would first like to clarify there is no pending proposal on the table to build a project on the property. This concept surfaced, instead, as one of several options associated with the hazards issues in this area.

There are currently 279 structures in the 100-year floodplain along Twomile Canyon Creek.  As part of the city’s overall flood mitigation planning for Twomile Canyon Creek, staff have been working with an engineering consultant to consider a full range of potential options including allowing existing hazards to remain.  Agricultural and floodplain management uses are compatible in some cases, and the Long’s Gardens site was identified as a possible site for flood mitigation.

Given the importance of the farm to the community and the city’s appreciation of its history, staff reached out directly to Catherine Gates-Long several weeks ago to discuss the mitigation concept prior to it being daylighted through a public process.  We hoped the discussion would lead in a direction that would foster more dialogue about how the city might support a flood mitigation option while also ensuring  the long-term preservation of the farm. The Water Resources Advisory Board is scheduled to hold an open house and public hearing on Monday, March 19.  The board will be asked to consider feedback that council has received via email, along with community feedback received through other channels, including a questionnaire that is currently posted on the city’s website.  The board will evaluate this option – as well as the others – from a variety of perspectives, including technical viability, financial feasibility, environmental factors, and, certainly, the community’s perception.

While the board is not scheduled to vote on a recommendation at Monday’s meeting, I will be meeting with the WRAB chairperson tomorrow morning to determine the best approach for the board to clearly communicate its perspective on the Long’s Garden flood mitigation option. There are several process steps remaining before a mitigation study recommendation is forwarded to City Council, and staff is eager to provide sufficient clarity to eliminate the need to unnecessarily revisit this issue going forward.
