I wanted to put these ideas out before tonight’s meeting regarding the discussion on OZ tonight.  

From my perspective, it is very unfortunate we are faced with this dilemma of having to consider a blanket moratorium over such a large area. It is terrible and exclusive way to make public policy. I think, however, given the uncertainty of what might occur as the rules are still being written in Washington DC, council needs to move forward with a moratorium over the entire OZ, implement rent caps on our vulnerable mobile home parks, and place a OZ-wide demolition restriction. First do no harm. 

Next figure out what we want and need and incrementally figure it out with a robust public engagement process and, as possible when figured out, remove piecemeal the moratorium so it is in place effectively but with as short a period as possible. 
It needs to be simple, clear, and effective.

It may be that just doing a OZ-wide demolition ban could replace any moratorium.
