Dear Colleagues and Community,
Clay Fong (staff member with Housing and Human Services) and I met with members be a BARHA (Boulder Area Rental Housing Association) late last Friday afternoon to see if we could develop an alternative approach to passing the source of income update by emergency at the August 20 Council meeting.
At that meeting, BARHA agreed to immediately begin working collaboratively to help find housing for folks that have been displaced by landlords deciding to not take vouchers, with the long term goal of creating robust mechanisms to support voucher holders.
BARHA also agreed to more closely examine the progress of working with the City on the update to the Human Rights Ordinance (HRO) on source of income with the possibility of having the ordinance come to Council sooner than the previously proposed date in November. The goal is to couple the ordinance update with these improved support mechanisms and BARHA commits to working alongside the city to bring this to fruition.

Yesterday BARHA and city staff met with a housing voucher holder to increase their understanding of the challenges and concerns they have when securing housing. Most importantly, BARHA staff is working with Housing and Human Services to help recently displaced voucher holders find alternative housing. This effort includes BARHA staff acting as a direct point of contact for individuals who have been displaced due to their voucher holder status as well as reaching out to landlords to find suitable alternative housing.
This approach is meant to address the needs of voucher holding residents facing immediate displacement while continuing to work to bring the ordinance to Council in a timely manner. This approach would also begin to create the relationships and administrative infrastructure that could lead to an increase in the number of landlords accepting vouchers within the city of Boulder.
In light of all of the above, the update to the HRO to address source of income may continue on its current path with an eye towards passage as soon as possible.
