Subject: Update on RTD's Pass Program Working Group

Good morning Communitywide Eco Pass PAC and TAC members,
I wanted to provide you with an update on the Pass Program Working Group. The group is in the process of refining three program options that the consultant will evaluate for ridership and revenue projections. In brief the three options are the following:
Option B: Eliminate all passes. All fare media is moved to the MyRide, or similar stored value type card. There is no discount for volume purchase or volume use. There is a Low-Income Program where individuals within 138% of Federal Poverty Level received a 50% discount card, similar to the senior/Medicare/student discount.
Option C: Eliminate all Eco Pass, keeping day and monthly passes. There is a Low-Income Program set at either 15% or 40%. There is a “volume-use discount” where a there would be a “step-down in price” on total trips each month (although it is not entirely clear how this works).
Option E: Keep all Eco Pass programs and expand the program to include schools, priced on a model similar to businesses. Introduce a neighborhood Eco Pass first-year fixed rate, replacing the survey. Include a Low-Income program that provides a 50% discount to those within 138% of Federal Poverty Level.

It goes without saying that an RTD Board adoption of Option B or C – as they currently stand – would drastically change the landscape of transportation in Boulder County. Please know that I recognize the magnitude of this as we work through a complicated process.
