I've attached the link to a great article about getting the community involved in planning for its future.  While Cortez is a small town, I think we could perhaps scale this up.  Although this is not the usual way to go about subcommunity/subarea planning, it does involve the broader community than our usual process allows and might allow for more constructive outcomes.
