More info on RiNo from my planner son who lives in Denver. 

The majority of the murals in RiNo are commissioned by private developers or property owners with some help from the RiNo Art District to help place artists with property owners and to sometimes help finance specific pieces.

So my question remains, could this be done currently in Boulder given restrictions?
