Dear Chris and Amarajat,

Thanks for sharing your concerns. Just to clarify, there is no current plan or proposal to change the land use designations in the comprehensive plan, the zoning, or the existing use of the neighborhood commercial area where Lucky’s is located or on the Elks property. There is no change in status – the PUD (the official approved planning document for the area) designates it as a Neighborhood or Village Center and protects it for that use.

Thanks again,
Susan

Amarajat and Susan

First, I hope you don’t mind that I used your first names, please use mine.

I agree that the future map with Lucky’s zoned residential is really confusing for current residents. Having Lucky’s and the small shopping area is a significant benefit of living in our neighborhood and we’re always going to be concerned when official documentation from the city shows that kind of a change in status. It would likely significantly diminish our quality of life here. and given the cost of living here, it’s pretty meaningful to us. We want to make sure that it’s protected.

Thanks to you both for clarifying all of this

Thank you Susan. In your last sentence it makes me think that the North Boulder shopping area in the future is not preferred zoning for commercial use, but instead residential. That there is the issue most people have with the future use map compared to the present use map. Residents in our Rural North Boulder area find it miss trusting to have such an extreme change in the future use map verses the present use map.
Is it correct to trust that your response is referring that in the final map update for zoning will indicate that the North Boulder Shopping area (Lucky’s Market) will be zoned for commercial use? Is it also correct to take your response to indicate that the Elk ' s Park will also be updated in the final zoning map to be Public Park?
If not, which map going forward will indicate the specific use for the above mentioned areas, until the next comprehensive plan update takes place? All of your responses have helped clear up questions and misconceptions the residents have. I look forward to your follow up response.

Amaraja –

I believe you are referring to the map showing existing uses, and hence the map shows pink for the existing commercial uses on the site. Parks and other uses such as churches are allowed and considered appropriate and desirable uses in residential neighborhoods. Therefore, they are commonly located in areas identified on the future land use map as residential and are also often zoned residential. The future land use map is intended to show the generally desired future land use in an area, and is not intended to represent the specific existing use on each property.

I hope this is helpful.

Thank you Susan for this detailed response. I just have a few follow up questions:

1. Why in the page 2 mapping, was Quince/Broadway zoned as 'pink' for commercial use if it was traditionally zoned as low residential? Wouldn't that area stay the same coding, if in fact it is intended to be a commercial zone for the future? Was the old map miss zoned? Shouldn't page 3 future map be updated to 'pink' also?
2. Why not keep the Elks Park area green, to clearly state a public park, instead of what was updated on the page 3 future map? Is this for simplicity or implying that in the future this park area can be used for future housing?

Why would these particular points matter so much you may ask? Because if these areas are indeed to be kept as they are being used today, they should clearly be indicated as such to cut down on public confusion and concern. It also enables to build public trust towards the planning department & city council.

Thank you kindly,

Susan - thanks for the quick response. Sounds like you are saying that there is no plans to move or change the Lucky’s shopping area in my neighborhood, which was the thing I cared about. Thank you.

Lisa - I added Aaron to this as I had also reached out to him and I don’t want him to race around trying to do this as well.

The shopping area where Lucky’s is located has historically been designated Low Density Residential in the Boulder Valley Comprehensive Plan and zoned Low Density Residential (RL-2). There is no plan to change the land use or the zoning. The shopping center, similar to others such as at Table Mesa and Tantra Dr in South Boulder, was approved as part of a larger PUD in the 1970’s as a Neighborhood or Village Center. The Land Use Code has provisions for approving “Neighborhood Business Centers” (formerly these were referred to as Neighborhood or Village Centers in the code) in certain residential zoning districts. The code outlines the review and approval procedures, allowed uses, size limits, etc. I hope this clarifies the issue.

I also noticed an additional post regarding the Elks park. Parks, schools and other uses are considered allowed and appropriate uses in residential areas, and hence some of our city parks are located in areas designated for residential use. In some cases they are also zoned Residential, and in some cases they have Public zoning.

Please let me know if any additional information would be helpful.

Sincerely,
Susan

Subject: Fwd: Is this true and what can we do about it.....

Over the weekend, a post appeared on the north boulder next door website w concerns that our favorite grocery store, Lucky's, and the shopping center at quince and broadway in north Boulder are in jeopardy of being rezoned so that we loose these services.

Would someone in planning please clarify the intent of the future land use map in north boulder with respect to future uses at broadway and quince?

Thanks much!

Hi Liza

Seeing as you live in my neighborhood, I wondered what your position is on the Lucky’s market area and the attached plan as described in this post this weekend in the next-door neighbor thing

.

I noticed on the Boulder Comprehensive Plan update, the entire Nobo Lucky's Market area (including restaurants, etc) has been re-zoned residential. Seems they want to move all of the business further north towards Dakota Ridge. This seems like a substantial loss for the neighborhood IMO. Just venting I suppose, as there is no real action that can be taken. However if anyone has more detail please share!

The lucky’s market, the restaurants, the liquor store and Logans are a very big part of what makes our North Boulder neighborhood really special and very accessible. I don’t want any of this moved anywhere in my lifetime. So that is the timing of this plan? Who do we fight it with? I guess I should know what your position on this is
...

thank you
.
