The RH-6 and MU-4 zones were created specifically for the Boulder Junction redevelopment, after the original co-op legislation was passed in the late-90s, and I believe that the list of zones which are being considered in the current legislation was simply cut-and-pasted from the existing law, which is why they would be absent.

The other business oriented zones are host to a very small number of housing units, and similarly, I assume they are excluded today simply because they weren't included 20 years ago.

As we noted in the analysis we sent yesterday morning, virtually all of the homes which are suitable for housing cooperatives are located within the RL Zones, so allowing co-ops in the higher density, mixed use, and business zones, while not a bad idea, can do very little to enable co-ops, unless they are new construction.  That's a large undertaking, which might make sense for the non-profit owned, permanently affordable case, but for rental and private equity co-ops, it seems like a very high bar.

Co-ops might be a good fit for many of the zones in which they either are prohibited or not considered

In preparing for tonight, I am looking at the city's zoning districts and use modules and where co-ops are being proposed for allowance.  I am wondering why the following zoning districts are listed as co-ops being prohibited and will raise this tonight.  Many of these areas are being re-developed and may be suitable for co-ops:

RH-6
MU-4
BMS
DT-1, 2, 3, 4
BC-1,2
BR
