Dear Council:

I wanted to respond to questions raised at the CAC meeting this morning regarding the Trinity Commons Project.  Currently, there are 71 parking spaces in the surface lot adjacent to Trinity Lutheran Church - the site of the redevelopment into senior affordable housing, church fellowship hall and offices, and parking.  Currently, Trinity leases 53 spaces to downtown businesses and uses 18 for Trinity staff and visitors.  Weekday evenings the spaces are used when there is an event at the church or by other users.  Saturday the lot is used by Trinity for events, by other churches or by folks sparking to visit the downtown. Sunday is the most heavily used day for the congregation during church services.

There will be two garages with the redevelopment with a total of 82 spaces.  One garage has 26 spaces on the north side of the site for use by the 16 residential uses and the balance for the Trinity staff and visitors.  The second garage will be the CAGID unit with 56 parking spaces that will be leased out to CAGID permit holders and also used by the general public evenings and weekends.  All spaces will be shared, unbundled, paid and managed.  There will also be an agreement with the church for their use of the spaces on Sundays, religious holidays (Christmas) and on specific weekday evenings for such use as choir practice. CAGID participation achieves the benefit of retaining available spaces for downtown parking.

Without the involvement of CAGID constructing the parking, Trinity Lutheran will not proceed with the construction of the affordable housing.  The project would downsize and include the additional congregation space and church offices and a surface parking lot.  In order to accommodate their congregation, the church needs to maintain on-site surface parking since most of its members drive as they live outside of Boulder.
