The following link is to an alternate proposal to the cooperative housing ordinance released on 12/2/2016.

This version of the ordinance eliminates the 2,000 square foot minimum house size and instead depends on square footage per person (an approach used earlier in the evolution of the ordinance released on 12/2.) In this version, four variables change according to zone: square footage per person, occupancy, separation and on-street parking allowance.


The information is presented in a tabular form that could be easily inserted into the ordinance. It also includes a column to explain rationale.


In addition to the table, I would like to propose changes to occupancy through administrative review. Review could include planning board and/or council call-up. Criteria for such a review could include:

- increasing the number of occupants by X if permanently affordable

- unlimited occupancy if all setbacks from co-op exceed the standard minimum side yard and rear yard setbacks by 100% (could also be hard numbers)

-  conversion of existing open space into parking spaces not allowed

- max 2 cars parked off-street


This proposal attempts to address some of the concerns raised by homeowners while at the same time providing an avenue for community living and affordability.
