Thanks for the email.
Yes, technically what you suggest in your question below is feasible however, if the density on the site were to be increased through annexation, it would be inconsistent with the current Boulder Valley Comprehensive Plan (BVCP) land use map designation (which is the policy guidance used to determine appropriate initial zoning assigned at the time of annexation). If density were to be increased to support additional affordable housing opportunities, a BVCP land use map change would be required concurrently with the annexation and a consistent (higher density) zoning designation would be assigned through the annexation. Additional density would also be predicated on addressing
 the constraints of the site (steep slope, access, preservation of historic resources, open space requirements, etc.)

This annexation calls for the construction of 6 market rate units (3300 sq. ft. X $550 per sq. ft. = $1,815,000) and 3 permanently affordable units. The City Council has considerable leeway in connection with an annexation.

 

Question for staff:  Is it feasible on this site to construct 12 market rate units that are half the size on that site, in addition to the 3 permanently affordable units.
