In the week before the February 26 meeting, the Council heard from hundreds of stakeholders in the community who were not notified that the PB might consider and pass a blanket moratorium. Neighbors such as University Hill were excluded from the Planning Board’s consideration, and would have weighed in on the issue had they known what the Planning Board was about to do. Citizen Boards that are charged with responsibility for the downtown, University Hill and Boulder Junction also were not notified or consulted.

I wondered how the Planning Board had handled the height ordinance, and so I listened to the video of the Planning Board meeting. I urge the rest of the Council to listen to it as as well. The Planning Board discussion lasted 47 minutes, at the time indicated in the table below.

Height Modification on the Planning Board Agenda begins at 2:39

2:39-3:02, Staff Presentation by David Driskell
3:02-3:30, Clarifying Questions
3:30-4:17, Public Hearing
4:17-5:04, Planning Board Discussion
5:04, Planning Board votes 4-2 on the motion to impose a blanket moratorium
