Happy new year! Thank you for sending out this information so promptly after the holidays.


I am very glad to see that you have anticipated a discussion of this matter at the Jan 20 Council meeting.

I would like to share my main source of distress regarding this issue. It is not so much the content of the meetings as the regular frequency of the contact. My fear is that the regular and seemingly informal nature of the meetings (judging from the lack of meeting dates, agendas, notes or list of attendees at many of the meetings) has the potential to erode the objectivity necessary to regulate; after all these are meetings between the regulator and the regulated.

All of the above said, however, the agendas that were shared do appear to mix policy with nuts and bolts and that is likely because it is difficult to extricate one from the other.

There is no doubt that input from the professions that most frequent P&DS is valuable and useful to continuous improvement. It also makes sense to include people in the community that use the services on a less frequent and smaller scale. Above all, the public interest should be at the forefront.

To that end, I have two alternative suggestions that I would like us to consider:

1. Convene ad hoc committees that meet a finite number of times to resolve identified issues and make recommendations, run these recommendations by the Planning Board and include recommendations in a Council IP.
OR
2. Create a P&DS Board appointed by the City Manager and approved by Council and functions much the same way as our other boards, with members having limited terms.


In either case, anyone with a project that is in the pipeline should recuse themselves from participation at a meeting.
