Mary,

Thanks for your email.   Arts and Crafts Studios are permitted with use review in the RL-2 zone.  They are not permitted in the RL-1 zone.  The comprehensive plan map designation for the properties in question is residential low density.  4295 Broadway and 1179 Union are is zoned RL-1.  999 Violet is zoned RL-2.   To allow an Arts and Crafts Studio on the two properties zoned RL-1, council could rezone the properties from RL-1 to RL-2, although council might also have to consider a change to the rezoning criteria to do so.

Please address the following question during corresponding staff presentation tomorrow evening.

Arts and crafts studios of less than and greater than 2000 square feet are allowed in RL-1 and RL-2 through use review, which is the current zoning of the property (Land Use LR). Wouldn't going through a use review arrive at the same desired outcome as a land use map change?
