Community Wide Eco Pass Policy Working Group
 
The City and Boulder County are transitioning to Phase 2 of the Community-wide Eco Pass project. 
As part of Phase 2, City and County staff are working on forming two working groups to assist in the development of policy guidelines and an implementation plan for what could be a city or county-wide Eco Pass program in partnership with
 RTD.  There will be a policy working group that will meet quarterly throughout 2015 and into 2016 focusing on the overall policy framework, including geographic and population scenarios and finance mechanisms.   The technical working group that will focus
 on the details of implementation and administration will likely meet monthly throughout the process.  The plan is to hold a kick-off meeting in November with both groups.   I have also attached a document written by Boulder County staff that provides additional
 details on the process.
 
The following individuals have been invited and have accepted their invitation to be on the Policy Work Group:

Elise Jones, County Commissioner

Joe Gerlach, Mayor of Nederland.
·        
Dennis Coombs, Mayor of Longmont
·        
Chuck Sisk, RTD Board Member
·        
Alex Arinello, Town of Superior

Paul Rayl, City of Lafayette (want to get the mayor but not confirmed)
·        
George Gerstle, County Transportation Director
·        
John Tayer, Boulder Chamber of Commerce
·        
Sean Maher, DBI
·        
Molly Winter, City of Boulder
·        
Tracy Winfree, City of Boulder
·        
Tim Beal, Boulder Housing Partners
 
The following individuals are also either going to be invited or have been invited, but not yet accepted:
·        
Bob Muckle, Mayor of Louisville
·        
John O’Briean, Town of Lyons
 
City and County staff are seeking representation from Boulder’s City Council and are asking Council to appoint a representative and an alternate.  For any meeting, both the representative and the alternate are welcome to attend together.
 
City and County staff are presently working on the composition of the technical working group and will seek input from policy working group members on suggested invitees.
