Staff has completed an analysis to answer a question by council member Cowles.
 
1.  If the proposed 1 and 2 strike rules were in effect during 2013, how many people would have lost GT privileges? I ask this because I am interested in whether we are catching serial violators.
 
Staff Response:
 
Staff analyzed the convictions occurring in 2013 for three of the offenses that cause the suspension of privileges with the proposed changes to the Voice and Sight Tag (Tag) Program.  The offenses include Boulder Revised Code (B.R.C.) convictions
 for Aggressive Animal (6-1-20), Wildlife Protection (8-3-5) and Voice and Sight Control / Off-Leash (6-1-16).  Convictions of Aggressive Animal and Wildlife Protection cause suspension after a single conviction anywhere the in the City’s jurisdiction. Convictions
 of Voice and Sight Control violations require two convictions in two years to cause the suspension of privileges and only apply to OSMP lands or other city managed properties where voice and sight control is allowed.  Complexities with convictions for City
 Manager’s Rules (8-3-3) for off-leash dogs in wildlife protection areas excluded the possibility of including this violation in the analysis.
 
In total 80 individuals had convictions of offenses in 2013 related to the suspension of Tag Program privileges.  Most (74 convictions) were related to Aggressive Dog convictions, two were related to Wildlife Protection and four related
 to two Voice and Sight Control convictions in two years.  Only some of the individuals with the Aggressive Dog convictions are participants in the Tag Program.  All of the individuals with Wildlife Protection and Voice and Sight Control convictions participate
 in the Tag Program.  The suspension of privileges would therefore apply to 31 individuals participating in the Tag Program.  

 
In answering the question related to prior convictions, 10 of the 80 individuals convicted of proposed Tag Program suspension offenses had previous violations.
