The following addresses questions posed by Council Member Weaver on Sunday, April 5, 2014 regarding the April 8, 2014 study session on Code Enforcement:

Question 1) Page 4 of the revised memo shows a District 3H in the two tables, but the maps in attachment B do not show a District 3H, but rather a District 3C and 3M. Could staff please clarify
what is meant by District 3H in the two tables?

Response: District 3C as shown on the map is a revised version of the old 3H, which was previously the University
Hill District. With the formation of the Impact Team, District 3C now encompasses the municipal campus and Goss Grove, as well as University Hill. District 3H has been retained, for reporting purposes only, by the Police Department’s Code Enforcement Unit
in order to address specific concerns in the University Hill neighborhood.

Question 2) There is no explanation for enforcement of liquor laws in the memo. Is that going to be included in this overview and discussion? I would be interested in learning more about
that subject as well, since we have received letters on the subject as well as the article in the Boulder Weekly.

Response: Commander Tom Trujillo, who is in charge of liquor enforcement, will present and be available to respond to council questions regarding liquor enforcement. City Attorney Tom Carr will also be in attendance. It was not
covered in the memo because council had several sessions last year devoted exclusively to liquor issues. Materials related to recent conversations about liquor enforcement can be found here: (https://documents.bouldercolorado.gov/weblink8/0/doc/123926/Electronic.aspx)

Question 3) Could staff please come prepared to discuss in further detail the issue of non-conforming uses and how that impacts the application of occupancy limits (packet page 7)?

Response: Staff will be prepared to discuss the issue at the study session.
