In response to questions from several councilmembers, staff has drafted a substitute ordinance for Agenda Item 5A regarding Campaign Finance Disclosures. The substitute ordinance is attached. The redline of the findings show changes
from the version of the ordinance in the packet. The redline of the ordinance provisions is to the current version of the Code and not to the first reading version or the second reading version in the packet.
The changes in the substitute ordinance are Sections 2 and 7, and the addition of an emergency clause in Section 11. In Section 2, the definition of ballot proposition has been added so the definition tracks with the requirements in
Section 13-2-11(3)(a)(1) and the definition of political committee has been deleted from the Boulder Revised Code. Section 7 proposes to delete all references to political committees in Chapter 13-2 of the Code.
Copies will be available for the public and on the dais for the meeting tonight.
