If the Council moves the existing item forward with the super majority vote requirement, I will b e recommending that we change the vote requirement to be consistent with all other 2/3 votes.  It is my understanding, confirmed by the CAO, that there is no other City legislative act where the 2/3 vote is of the entire council.  The standard as reflected in Section 17 of the Charter - Emergency Measures is for a 2/3 vote of council members present.
