Folks,
 
Apologies in advance for these minor but tardy comments.
 
In reading the packet closely last night, there are some portions of Page 15 and 16 of the legislative agenda document that need further refining.  On page 15 (pg 223 of tonight's packet), the background probably needs to mention the current climate commitment
 (80% below 1990 by 2050) in addition to the previous Kyoto goal.
 
On Page 16 (pg 224 of tonight's packet), the following language needs to incorporate some edits:
 
"...preclude utilities from imposing excess charges to their customers for net metering of distributed generation, especially renewables and efficiency generation, and; establish
 a small state level carbon tax with proceeds being used to fund renewable energy and transmission development."
 
I suggest the following edited version:
 
"...preclude utilities from imposing excessive charges to their customers
 for net metering of distributed renewable energy generation, customer-sited combined heat and power systems, or on-site energy recapture systems; establish a small state level carbon tax with proceeds being used to fund renewable energy projects as well as transmission
 and distribution system improvements that enable additional deployment of renewables and energy efficiency measures, and; support Federal policies that establish a price on carbon emissions domestically as well as internationally."
