Hi Ken. Please see responses to your questions below. Public Works Water Utilities staff will also be present at the meeting tonight should you have additional questions. Thank
you. Kirk
I have several questions that are hopefully easy to answer for tomorrow evening's discussion on Thunderbird Lake. I also have a recommended alternative for the motion.
1. What is the total water budget for Parks and Recreation?
·
Outdoor Irrigation (2012): 465,874 KGAL
·
Indoor (2012): 107,706 KGAL
2.
What has been the actual water use by Parks and Rec over the past few years?
The chart below shows use in KGAL.
Outdoor Irrigation
Indoor Use
2009
135,031
20,892
2010
138,202
20,931
2011
148,305
20,608
2012
187,786
24,580
3. How much did Parks and Rec pay to the Water Utility (interdepartmental transfers) over the past few years.
·
Parks and Recreation is not charged for water, with the exception of the charge within the budget set for Thunderbird Lake.
·
2009: $12,043 (over budget by 647,380 gallons)
·
2010: $66,282 (over budget by 5,197,328 gallons)
·
2011: $31,593 (over budget by 2,832,330)
·
2012: $0 (within budget)
4. Is there a breakdown of the Parks and Rec water budget for turf watering, swimming pools, other? If so, what is it?
Total 2012 Annual Parks Water Budgets
·
Parks Irrigation 465,874kg (includes categories A, B, C and community gardens)
·
Parks Indoor 107,706kg
·
Scott Carpenter and Spruce Pool 3,125 kg
5. Is there a specific water budget for Burke Park turf watering, excluding water directly added to Thunderbird Lake?
·
Yes. The budget for Burke Park is 1,875 kg and is based on the standard 15 gallons per square foot of turf per irrigation season.
6. What has been the City's sale price for raw water in the past few years?
·
We havent sold any water rights for quite some time. The city has leased raw water for about $30 per acre foot over the past few years.
7. What is the marginal cost for treating water at the water treatment plants?
·
Energy cost (fuel and electricity) = $66/Million. Chemical cost = $101/Million Gallons

Hopefully this information is readily available. Not trying to cause much work here.
Alternative Language for the Motion:
Motion to support a recommendation to maintain Thunderbird Lake at A natural surface water level, without the
REGULAR addition of potable water and; ..."
I believe adding the word "regular" to the motion will allow water to be added if necessary and in non-drought years without coming back to Council. The staff memo says this is
desirable in several places.
