Attached is a preliminary proposal for the West TSA.  Sorry if this is seen as “jumping the gun” on this issue, but there are many complex components and I thought it might be useful if I put out some ideas in advance and help avoid any surprises.  I expect our discussion will shed much light on these issues and may well lead me to reconsider some of these tentative ideas.
