Thanks, Matt.  I agree. In addition to focusing on what we need to  
know before putting a proposal(s) on the table, we should probably  
also look seriously at the draft ballot language and the series of  
decisions that will need to be made by August.

I'd call it a success tonight if we have begun to come to consensus  
around a few ballot options that can be worked on during the coming  
month... Governance, power utility or not, approach to revenue and  
bonding...
