On Friday, June 3rd, Boulder County Commissioner Pearlman, Jefferson County Commissioner Griffin, and I spoke before the Colorado State Land Board Trustees urging them to accept their staff recommendation.  Speaking also was Steve Brown (LaFarge Minerals) and Doug Robothum and Chris Smith of the Colorado State Land Trust.  All comments were in favor of the following recommendation:

RECOMMENDATION:
* Initiate a disposal of 617 surface acres located in Rocky Flats Section 16, Township 70W, Range 2S
in Jefferson County directly to the United States government. Staff recommends that the Board set
the disposal consideration price (escrow established and transactions occur by 1/31/2012).
* Initiate an exchange of 640 acres of aggregate (sand and gravel) mineral estate in Rocky Flats Section
16, Township 70W, Range 2S in Jefferson County directly to the United States government.

Also discussed was the disposition of the remaining 23 acres in the nw portion of sec 16 which the SLB receives royalties from oil and gas lease.  It is the group's intent to place a conservation easement on this remaining 23 acres to prevent any vertical development.
An additional benefit of this transaction is that it acquires the remaining mineral rights and leases existing now on the Rocky Flats National Wildlife Refuge.

The State Land Board trustees spoke favorably of the recommendation and were highly complimentary of the parties whose efforts have led to this initial transaction. Their vote was unanimous.  We are very pleased and look forward to the remaining steps of expanding the Rocky Flats National Wildlife Refuge an additional square mile ensuring preservation of a very unique ecosystem and an east-wide wildlife corridor for the animals who traverse from our high plains through our mountain backdrop to the Continental Divide.
